Youtube filters not working on chromebook

I have a question about ChromeOS and the youtube filters. My sister enjoys youtube and one of the specific reasons I bought the premium edition was for youtube purposes. I have yet to install the browser on the ipad, but it looks as if right now none of the filters work on youtube on the chromebook. I can't see any videos coming up as blocked, and specific custom words and phrases still appear in a youtube search. I "allowed" the youtube access via a request for access since my custom filters blocked the whole page all together initially (note: chose "allow youtube.com" not "allow all links from youtube") yet, now filtering is completely absent. Is filtering on a video by video basis only available on other operating systems? If so, is there an update coming to cover this? I'm pretty disappointed by the lack of parental controls here. I'm not trying to block the whole site, just use the automatic features to block inappropriate video content on a case by case basis.

IPad and chrome book not filtering YouTube

I have also added the safe browser to iPad and it is not working at all as far as YouTube. I checked the settings on YouTube and it is not forcing the restricted filter, and is not filtering any videos. I'm confused as so what I am doing wrong, and the YouTube filtering setup page on the mobicip website is extremely outdated with an old version.

We apologize for the inconvenience. We will make sure that the tutorial is updated asap. 
Please note that recently Youtube has changed the way the categories work. They do not provide categories for each video anymore. Hence we will not be able to allow/block videos according to categories alone. The youtube category filtering may not be effective as the videos are not categorized anymore by youtube.com.
 
Previously our Mobicip filtering was increasingly algorithmic and works dynamically, while the categories were based on a URL database that we originally started with about 8 years ago. 
 
Now we recently rolled out a change where the old categories are replaced with the revamped ones. The new categories are more logical and robust. In other words, you will not find any sub-domains being listed in the new categories. You can just either allow/block the category itself.
 
Mobicip filters YouTube by reviewing the title, description, comments and other meta information associated with each video. In most cases, the publisher would include suggestive words and phrases with the video and it would be blocked by Mobicip. Like any filtering product, Mobicip filters the content on a best effort basis and goes beyond most other products in terms of the quality of filtering. Mobicip is the only filtering product that offers YouTube filtering on a video-by-video basis. So, please try accessing youtube.com through Mobicip and see its effectiveness in terms of filtering inappropriate content.
 
If Youtube filtering is not working in your devices, some setting in your account could be the cause. Please send an email to our Email Support via your registered email id and we will investigate further asap.

Does this mean that YouTube will be filtered automatically even if the YouTube filter is not blocked off in the categories?

Yes, that is correct. You can block the Youtube category if you wish to block all access to Youtube.
