I have enabled the restrictions on my son's iPod touch.
I have allowed explicit songs. I have set the movies restriction to PG-13. However, the explicit songs do not appear on his music list.
When I set the movies restriction to "allow all movies", the explicit songs appear.
Is this a bug?

This is one of those things that can be considered either a bug or a feature, depending on how you look at it. It is probably due to the way iTunes tags age-ratings on its content. The same tag is used to block inappropriate content, and so the features work in tandem rather than in isolation.
We have filed a bug with Apple to let them know about this problem. Let us see if they take action on this, though we are not very hopeful.
