Log In App Failure

I can log into the account on the site just fine, but when I try to open the filter options on the computer app, I get an error..."Failed! (Please Restart Mobicip_Filter_Service). What is this and how would I go about doing this?

We are sorry for the trouble you are having. 
1. Please type "services" in start menu search bar.
2. You should see a "Gear" icon named "Services", click on it to open "services".
3. Search for "Mobicip_Filter_Service" in the list (basically anything that says Mobicip in it) and start/restart it.
 
This should fix the issue.
