I noticed that a Mobicip Safe Browser update is available. Will I be charged to update the app?

 Not at all. All you need to do is update the app using the same iTunes account that was used to set it up the first time. There will be no charge to update to a new version of the Mobicip Safe Browser app if you had downloaded any previous version already.
